OpenSCAD (and the STL file format) are dimension-less, so “10” means whatever you want it to mean.

That’s why you need to specify your units when you upload models to services like Shapeways.

OpenSCAD does not need to work with a specific unit of distance, you can make that decision for yourself.

When importing an STL created with OpenSCAD, the importing program will typically ask how to interpret the units in the file, as cm or mm for instance.

Presently, most people interpret one unit of OpenSCAD to 1mm.

Except for some really backward peoples who use inch or thou (inch/1000) or worse describe that as a mil (not to be confused with mill).
